What is a good, cheap place to get my hair cut in Anaheim?

I need a place that will cut my long, dead hair into a nice layered style. I've been to Supercuts and Fantastic Sam's, and they BOTH refused to layer my hair. In my opinion, I thought that layers might have been out of their comfort zone, and didnt know how to do it... So I need to find a new, better place that will do what I need... Thank you =D
