Maximum occupancy of a house in anaheim california?

My mom owns this house and she wants to rent out all the rooms here. There are six people living here all couples. Each couple has their own room and my husband and I share 1 bathroom with one other couple. Right now there is one room left available to rent out and my mom and brother are planning on living in the living room because my mom will make it into a bedroom. If she moves in with my brother soon, and also rents out the last room available to someone and they are a couple then that will be 10 people total living in this house and 8 people sharing a bathroom(if the next renters are a couple). Is that illegal? I mean for her to fill up this house with so many people?? Please let me know! thanks.
